Flash Bulletins are paid for by members of the APWU. Information contained in these bulletins is intended for APWU members. Member questions and/or comments regarding any flash bulletin content are always encouraged. Reading of publications prepared for and financed by dues paying members by those who do not is yet one more example of non-members accepting benefits that have been paid for by others!

COPA Club Yields More Winners!

To date our COPA Thermometer has broken the $4000 level and is soaring toward the $6000 level.  Nearly 65% of contributors have opted to make their donations as effortless as possible by initiating their contribution through Electronic Fund Transfer (EFT) or Postal Ease (PE)!  Our yearly goal is to break the $20,000 top out of our COPA Thermometer!  We are well on our way but need everyone’s involvement to make it!

In keeping with our 2007 COPA club incentives we have drawn the names of COPA club members who will be presented with $100 each!

Congratulations to:  Michael Nimz (Maintenance Craft) John Fritze (Minneapolis P&DC) Michelle Sandberg (Minnehaha) Jerry Kolb (MVS) David Cadry (Retired) Gene Artishon (MVS). Your checks are on their way!

COPA contributions are always an excellent way to help maintain our benefits!  In January we mailed out a 2007 leave chart along with all the details of this years club and incentives!  A brief recap is that a minimum contribution of $10 cash/check or contributions through PE or EFT is all it takes to get your name in for regular drawings of great prizes and/or cash!  Additionally, members can get their whole family involved by entering them in our COPA club and thereby giving them a chance at having their names drawn!  Instructions to donate to COPA via Postal Ease are found in each issue of the Northern Light or you can see your Steward and we will get you the sequence to follow.

Maintenance Craft Update

In 2001 the USPS unilaterally made changes to the MS-47 handbook.  This particular handbook controls the scheduling and staffing for custodial duties such as cleaning frequencies etc.  The result of this unilateral change made in 2001 was reduced staffing compared to the previous 1983 version of the MS-47.

The APWU filed a grievance and finally on November 16, 2006, Arbitrator Shyam Das rendered his award.  The Union prevailed in this dispute as Arbitrator Das directed the USPS to rescind the 2001 revision and restore the MS-47 to its former status.

Unfortunately, USPS Headquarters officials gave instructions to field managers to do nothing to implement the MS-47 or the Das award.  Arbitrator Das retained jurisdiction in the event the parties were unable to agree on a remedy to the USPS violation.

Obviously with the USPS deliberately refusing to implement the award the APWU has placed the issue back before Arbitrator Das specific to remedy.  The next date the case will be heard is currently scheduled for July 12-13, 2007.  We will keep you updated as we get more news...
