25/25 COPA CLUB NEWS

We have reached the sixth rung - $15,000.00 in donations received!

AND THE $250.00 WINNER IS!

As previously explained in our mailings and flash bulletins the goal of our 25/25 contest is to reach $25,000.00 in donations in our local COPA year (May 1, 2003 thru April 30, 2004) and each time we get to $2,500.00 bench marks we will draw a name of those eligible participants for $250.00! Check with your Steward or any member of our Legislative committee for any details you may be unclear about!

Our local is once again a leader and role model for other APWU locals across the country as we are in the top 5% of all locals when it comes to involvement and contribution levels for our membership! WELL DONE! However, we still have work left to do if we are to reach our goal of $25,000.00 in donations by April 30, 2004. On May 1, 2004 we will start all over again and our 25/25 thermometer will start at zero! There are a potential for 5 more drawings this COPA year! It’s never too late to take part!

NOTICE OF NOMINATIONS

FOR ELECTION OF OFFICERS

AND DELEGATES

TO THE MINNESOTA STATE APWU CONVENTION

AND THE APWU NATIONAL CONVENTION

For the Minneapolis Area Local, APWU

Nominations for Election of Officers and Election of Delegates to the State and National Conventions of the American Postal Workers Union will be accepted from the floor at the February 2004 General Membership Meeting at the date, time and place indicated below.

GENERAL MEMBERSHIP MEETING

DATE: February 23, 2004

TIME: 10:00 AM

Candidates must be verbally nominated at the nomination meeting and those nominated must accept nomination in writing at the meeting or, if not in attendance, submit a written acceptance to the Chairman of the Election Committee within 24 hours of the close of the nominations in order to appear on the ballot. The forms for acceptance will be available in the Union offices and at the meeting.

As provided by the Constitution and Bylaws of the Minneapolis Area Local of the American Postal Workers Union, in order to qualify as a candidate for officer or delegate to the conventions of the American Postal Workers Union, the candidate must be a member in good standing and must comply with the provisions of Article X, Section 1, a, b & c regarding EAS positions.

The Election of the American Postal Workers Union shall be conducted by mail.

APWU MEMBERS AWAY AT TRAINING

Those APWU Members required to be away at Postal Service Training during the course of the Local Election balloting can make arrangements directly with the Election Committee in writing to have your ballot sent directly to you. Members in training requiring this accommodation need to contact the Chairman of the Election Committee as soon as possible at 623-0677.

ALL CANDIDATES FOR ELECTIVE OFFICE OF THE MINNEAPOLIS AREA LOCAL, APWU ARE ASKED TO PLEASE READ ARTICLE X, SECTIONS 1 & 2 OF OUR LOCAL CONSTITUTION:

ARTICLE X - OFFICER NOMINATIONS, ELECTION COMMITTEE AND PROCEDURES(GMM 10-12-97, Entire Article)

Section 1. Eligibility.

(a). In order to qualify as a candidate for any office in this Local, or as a delegate to the conventions of the American Postal Workers Union, the candidate must be a member in good standing.

(b). Any postal employee eligible to be a member of the American Postal Workers Union who voluntarily holds a managerial, supervisory or EAS position with responsibility for issuing or recommending discipline, or applying or interpreting the National or Local Agreements for the equivalent of one pay period in a year shall be ineligible to hold office in MALAPWU or to be a delegate representing the Local to any convention held by the APWU or any subordinate body of the APWU, so long as the employee continues to serve in such a position and for a period of one (1) year from the time the employee vacates such position.

Any postal employee who has submitted an application for a managerial, supervisory, or EAS position with responsibility for issuing or recommending discipline or for applying or interpreting the National or Local Agreements shall withdraw such application prior to acceptance of nomination for any office in MALAPWU.

(c). Any postal employee who shall voluntarily, after August 31, 1984, hold, accept or apply for any managerial or supervisory position, EAS position or any EAS training program for any period of time, whether one day or a fraction thereof, either detailed, acting, probationary, or permanently, shall immediately vacate any office held by that member in MALAPWU.

Section 2. Nominations.

(a). All nominations of candidates for Officers and Delegates of MALAPWU shall be at the General Membership Meeting held in February of every third year. (Beginning in February 2004.)

The number of Elected Delegates to attend State and National conventions at the expense of the Local shall be determined at the regular meeting held in January of each election year. Any candidate nominated and receiving vote(s) shall be identified as an elected delegate to the conventions of the National APWU and the State APWU, up to the maximum number of delegates allowed at each convention level. (b). No nominated member may be a candidate for more than one elective office in this Union.

By-Laws Article VI

Section 2. Immediately following the nominating meeting, the order of names of candidates on the election ballot shall be determined by lot. The list shall be retained by the Chairman of the Election Committee.
